Shooting From The Hip

Watching and photographing people, especially strangers is sometimes tricky. People don't always like it, so you have to do it discreetly. It would be useful if not just the eye but any part of the body could act as a viewing platform 'shoot from the hip', so to speak. I imagine the architectural equivalent to this must be civilians photographing military Installations.
