More than 70% of the Jordan population is estimated to live in urban areas, half of whom live in Greater Amman Area. The national population growth rate is about 4%. This accompanied by major migration resulted in Amman facing a major housing demand that had not been matched by availability of land and services.
The key issue to the project was security of tenure, as most of the residents did not have legal title to the land they occupy. The project bought the land from the owners and made plots available to be purchased by the residents. This enabled the dwelling to be connected to main services.
Once the problem of land tenure was secured and squatters became owners of the land they live on, they were encouraged to improve their own homes -- an action they were eager to do once they were no longer threatened by eviction.
